Towards a Generic Assessment Framework - Ideas and Cases

This note describes ideas for a generic assessment framework (GAF) that can be applied to a variety of application areas. The GAF is structured into four Layers: the Scenario Layer, the Data Collection and Observer Layer, the Assessment Layer, and the Assessment Process Layer. The GAF can be used for purposes of estimation, validation, and decision making.
